Chair

PhD from Universidad Complutense de Madrid. Bachelor’s Degree in Political Science and Sociology. He has a Diploma in Constitutional Law and Political Science as well as a Diploma in European Communities Law from the Centre for Political and Constitutional Studies. He is also a Specialist in Mediation from UCM and has completed the course entitled Theory and Tools of the Harvard Negotiation Project.

Associate Professor in the Political Science and Administration Department. He has worked as Field Coordinator at DATA S.A. and as Special Administration Officer - Sociologist at the City Council of Madrid. He was Vice Dean of Students, Studies and Economic Affairs at the School of Political and Sociological Sciences of Universidad Complutense de Madrid. He was also Director of the Political and Administration Science Department. He coordinates the Politics, Administration and Territory (PAT) Research Group at UCM and was also director of the Public Services Watchdog at the UCM School of Labour Relations.

He teaches courses and seminars at Universidad Externado de Colombia, Universidad de Guerrero (Mexico) and Universidad Federal de Minas Gerais (Brazil). Furthermore, he teaches at Universidad Iberoamericana (Mexico), as well as at Sapienza University (Rome), University of Macerata (Italy) and University of Minho (Portugal).

He was awarded a grant from the Centre for Political and Constitutional Studies and also enjoyed a grant for a period of research at the University of California. He is joint editor of the magazine entitled Política y Sociedad and sits on the editorial board of the IAEE magazine. He has led and taken part in various research projects, on which a number of his publications are based. These include: Ética pública y buen gobierno (Coord.), El porvenir del Senado, Comunidades Autónomas: Controversia constante, El sistema parlamentario español (with P. Román), Política y gobierno en el Estado autonómico (Dir.)
