Role of the Registrar

Article 68. Registrar.

1. The Registrar is appointed by the Rector from the group of civil servants with salary scale “A” working at the Complutense University of Madrid (UCM). The Registrar is also the Secretary of the Governing Council, the Academic Senate and the Advisory Board.

2. The Registrar acts as notary public for the events and agreements of the collegiate bodies of UCM that they are part of. Their functions will be the following:

  1. Organisation of the Legal Council, of which they will be the head.
  2. Formation and custody of the minutes book of the bodies where they act as Secretary.
  3. Issue documents and certifications of the events and agreements of the collegiate bodies that they are part of.
  4. Issue the copies, stipulated in article 46 of the Public Administration and General Administration Procedures Law, of any public or private documents whose originals are in the possession of any of the administrative bodies at UCM.
  5. Management of the General Archive and custody of the University’s official stamp.
  6. Organisation of ceremonial events at the University and compliance with protocol.
  7. Publicity of the agreements of the collegiate governing bodies that they are part of, as well as the rulings by the Rector.
  8. Management of the University Registry.
  9. Creation of an annual report on the University’s activities.
  10. Any other functions that the current regulations or the Rector assign to them.

3. The Rector will name a Senior Official to replace the Registrar in the event of vacancy, absence, illness, abstention or disqualification and they will perform the tasks they are assigned.

In addition to the role assigned in the Statutes, The Registrar also draws up proposals of strategic lines of the functional area where they will carry out, by delegation, the following roles:

  1. Representation of the University in events, legal affairs and private contracts from any Public Authority or public, private or individual entity, regardless of the specific representation provisions acknowledged in this Decree.
  2. Request of legal rulings on individuals or legal persons.
  3. Management and coordination of the Historical Archive.
  4. Management of the data protection policy.
  5. Leading and coordinating the implementation of electronic administration at the Complutense University of Madrid.
  6. Representing the Complutense University of Madrid in their own criminal jurisdiction, as well as exercising the actions that result from this, through the Rector Agreement adopted to that effect.
  7. Any other tasks that Rector considers pertinent to the Registrar.
