Role of the Chief Operating Officer

Article 69. Chief Operating Officer.

1. The Chief Operating Officer (COO) is nominated and appointed by the Rector, with the agreement of the Social Council. The Chief Operating Officer, who will have a postgraduate degree, may not carry out a teaching role.

2. The COO, who will manage the Administration and Services staff, will also manage the administrative and economic services at the University. In particular, the COO will perform the following functions:

  1. Take decisions relating to day-to-day management of the Administration and Services staff, except those expressly assigned to the Rector.
  2. Management of expenses and income.
  3. Drawing up the multi-annual programming proposal and the budget, as well as settling this at the end of the financial year.
  4. Issuing the required documents and certifications that fall under the COO's remit.
  5. Equipping the University services.
  6. Nominating to the Rector the Assistant Managers of the University and Managers of different Centres to assist the COO in their role.
  7. The functions stipulated in article 191.1 in the current Statutes and any other functions assigned by the relevant legislation.

3. In the event of vacancy, absence, illness, abstention or disqualification of the COO, the Assistant Manager of the COO will assume the role, or in their absence, the oldest person in the office or in the University, in this order.

In addition to the role assigned in the Statutes, The Registrar will also carry out, by delegation, the following roles:

  1. President of the Monitoring Committee of Workplace Relations.
  2. Any functions assigned by the Rector regarding administrative hiring.
  3. Approval of expenses, authorisation of the corresponding agreement, settlement and organisation of payments, together with the Vice-Rector of Economic Policy.
  4. Creation of a proposal for the economic improvement of the University and carrying out a policy to obtain new financing sources, in coordination with the Vice-Rector of Economic Policy.
  5. Participation in negotiations with representative bodies of the Administration and Services staff, in accordance with the Rector's instructions.
  6. Design and carry out training activities for Administration and Services staff.
  7. Perform the functions assigned by the Rector regarding the Administration and Services staff, with the exception of imposing disciplinary sanctions, and nominating the Assistant Managers and Managers of Centres.
  8. Any other responsibilities assigned by the Rector relating to issues in the operational sector of the Head Office.
