Chief Operating Officer

Curriculum

Graduate in Law from the Complutense University of Madrid and holder of a Master's Degree in Access to the Legal Profession. Legal and administrative professional with solid experience in institutional management and support to governing bodies. She has served as Chief of Staff to the Rector, performing duties in legal and administrative advisory, institutional coordination, report drafting and strategic follow‑up, as well as managing the institutional agenda from 2019 to March 2026. She also has extensive experience in human resources as Head of the Personnel Section at the Faculty of Chemical Sciences (from November 2003 to January 2016), applying labor and administrative regulations.

Competences

 

In addition to the powers attributed to it by the Statutes as its own, the Management shall exercise, by delegation, the following powers:

(a) The presidency of the Governing Council's Commission for Monitoring the Employment Relationship of the Governing Council.

b) Any functions attributed to the Rector in matters of administrative contracting, with no limits other than those established in the regulations applicable to the matter.

c) The control and approval of expenditures, the authorization of the corresponding commitment and settlement and the ordering of payments, in concurrence with the Vice Rectorate for Economy.

d) The promotion of new sources of financing for the University, in coordination with the Vice-Rector's Office for Economy.

e) The direction of the accounting management of the University, in cooperation with the Vice-Rectorate for Economics.

f) The direction, management and execution of agreements in matters of contracting and administrative, financial and banking operations, opening and closing current accounts and deposits, contracting financial products and guarantees.

g) Collaboration with the Vice Rectorate for Economy in the social action policy.

h) Participation in the negotiations carried out with the representative bodies of the Technical Staff of Management, Administration and Services.

i) The elaboration or proposal of modification of the List of Working Positions of the Technical Personnel of Management, Administration and Services.

j) The design and execution of the training actions of the Management, Administration and Services Technical Staff.

k) The exercise of the functions attributed to the Rector in relation to the Management, Administration and Services Technical Staff, with the express exception of the power to impose disciplinary sanctions.

l) The management of the mobility programs of the Management, Administration and Services Technical Staff.

m) The administrative management of the University's Halls of Residence, in coordination with the Vice-Rector's Office for Students.

n) The coordination of public security on the campuses and infrastructures within the framework of the University's competencies.

o) The resolution of administrative appeals in matters within its competence. p) The planning, direction and implementation of the policy of Continuing Education of the Technical Staff of Management, Administration and Services.

q) Any other powers delegated by the Rector in matters within the functional scope of the Management.
