Resumen / Abstract
This study decodes how mixed-use development, one of the most widely accepted yet variably operationalized principles in the pursuit of sustainable cities is framed in urban planning regulatory texts, across twelve cities, six countries and languages. The research brings to light how the notion of mixed-use or functional diversity is articulated, justified, and prioritized in diverse planning cultures. Through natural language processing NLP-based semantic analysis, the study identifies how mixed-use objectives are articulated and prioritized across planning cultures, synthesizing these framings into a structured comparative overview. Each rationale, be it economic, social, environmental, or morphological, is reflected with varying prominence across cases, revealing both convergence and divergence in how mixed-use is positioned within planning regulations of Los Angeles and Chicago (USA), São Paulo and Fortaleza (Brazil), Madrid and Zaragoza (Spain), Paris and Nantes (France), Jeddah and Dammam (Saudi Arabia), Shanghai and Shenzhen (China). Spatial coordination emerges as the shared regulatory core across all cases, while housing, service equity, economic activity, and regulatory flexibility objectives are selectively embedded, varying substantially across planning systems. The study deepens understanding of how mixed-use principles are conceptualized internationally at the level of regulatory language and illustrates the potential of AI to support systematic analysis of urban policy texts.
