CURRICULUM VITAE

Associate Professor in the Department of Political Science and Public Administration II in the Faculty of Political and Social Science at the Complutense University of Madrid (UCM). She has a PhD in Political Science (UCM, 2001), Master in Program Evaluation (University of Illinois at Chicago, 1986) and Bachelor in Educational Sciences (UCM, 1984).

Until her full-time dedication to UCM in 2002, she worked in different Spanish Public Administrations and as an independent consultant in intervention and evaluation in different areas such as gender equality, health and drug dependency prevention, international development, cultural management and local development. Since 1994 she has taught Evaluation, Public Policies and Gender and Politics at UCM, and she has been the director of the master's in Evaluation of Programmes and Public Policies since 2002.

She is the Principal Investigator of several European research projects at UCM, such as MAGEEQ (2003-2005), QUING (2006-2011), carried out under 5th and 6th European Framework Programmes respectively, and GENOVATE (“Transforming Organisational Culture for Gender Equality in Research and Innovation” 2013-2016, FP7th). She has also led national R+D projects, such as “Análisis y Evaluación de Políticas de Igualdad: Violencia de Género, Cuidados y Representación Política en España y en Europa” (Analysis and Evaluation of Gender Equality Policies) (2013-2015). She has more than 40 national and international publications on gender equality policies, and evaluation theory and methodology.

She was President of the European Evaluation Society (2012-2013), and Member of the Board of Director Committee of the Spanish National Agency for the Evaluation of Public Policies (AEVAL; 2004-2011). She is currently part of the  Global Evaluation Committee (2014-2016) and the Expert Group on Gender Training at the UN Women Training Centre, and she is a member of the advisory committees of the EGERA project (Effective Gender Equality in Research and the Academia) and the Integrating Gender Equality into Research Performing Organisations (Equality Institute for Gender Equality- EIGE) project.

She is a member of the Editorial Advisory Boards of the journals “Evaluation”, “Evaluation and Program Planning”, and "Revista de Investigaciones Feministas". She is co-editor of the “Ethics and Professionalization” section of the “American Journal of Evaluation” and she has integrated the High Level Expert Group in charge of the FP7 ex-post evaluation at DG Research (European Commission).
