Javier Arroyo participates in a panel on blockchain governance at the International Blockchain Governance Symposium

Javier Arroyo, a researcher at ITC, participated as a panelist in the International Symposium Blockchain Gov: Present & Future of Blockchain Governance, held on September 25-26, 2025, at the Panthéon-Assas University in Paris, France. The symposium brought together academics, practitioners, and blockchain technology experts to reflect on the state of decentralized governance and chart the way forward.
Javier Arroyo participated as an expert in the governance of DAOs (Decentralized Autonomous Organizations) in the panel on blockchain governance design, moderated by Sofía Cossar, a researcher at Blockchain Gov, and also featuring Michael Zargham, founder and CEO of BlockScience, a techno-social systems engineering firm, and Paul Dylan-Ennis, a professor at University College Dublin and expert on the social and cultural aspects of blockchain technology.
The panelists discussed the various dimensions of blockchain governance, including its polycentric nature—if not decentralized—and how code, law, social norms, and market forces make it a "techno-social beast."
