Associate Professor of Public Finance and Tax Systems at the Complutense University of Madrid, and research fellow at the Complutense Institute of International Studies (ICEI-UCM). Holds national accreditation from ANECA for appointment to a Full Professorship (Catedrático de Universidad). Since 2014 I have also been an Associate Researcher at FEDEA (Spanish Foundation for Applied Economics Research), where I co-direct, together with Julio López Laborda (UNIZAR), the Public Finance and Income Distribution research area. I also serve as Co-PI, jointly with Antonio Jesús Sánchez Fuentes (UCM), of the UCM Research Group Public Policies: Applied Economic Analysis, which brings together researchers from several universities.
I previously worked as a full-time senior researcher (1991–2001) and later as Research Adviser at the Instituto de Estudios Fiscales/Institute of Fiscal Studies (Spanish Ministry of Finance), contributing to the development of models, microdata panels and projects in taxation and income distribution. I maintain an ongoing research activity, regularly participating in competitive projects funded under the Spanish National R&D Plan and in calls from various foundations and institutions (FIES/FUNCAS, BBVA, Ramón Areces Foundation, La Caixa Foundation, Mapfre Foundation, FIIAPP, among others).
My research interests include economics of taxation, inequality and redistribution, fiscal federalism, the economic analysis of public management, housing economics and the institutional foundations of fiscal policy. I have published extensively in scientific journals, books and specialised book chapters.
I teach Public Economics, Economics of Taxation, Spanish Tax System, International Taxation, Inequality and Redistribution, Economic Analysis of Public Management, Inequality and Redistribution, Fiscal Federalism and Public Policy Evaluation. I have supervised seven doctoral theses and numerous master’s dissertations and undergraduate final projects.
I maintain an active editorial role as a member of scientific boards (European Journal of Government and Economics, Journal of Policy Evaluation, and formerly Hacienda Pública Española / Review of Public Economics), and I have served as associate editor and co-editor in several academic journals (Revista de Economía Aplicada, e-pública). I am a regular reviewer for international journals and for national and international research funding agencies.
I have taken part in several commissions and expert groups within the Spanish Public Administration and Government. In 2017, I was a member of the Expert Committee for the Review of the Regional Funding System, and in 2019, I acted as External Advisor to AIReF (Spanish Independent Fiscal Authority) for the Spending Review on tax expenditures. Since 2022 I have served as a Scientific Adviser to the Spanish think tank Real Instituto Elcano.
