LA REGULACIÓN DE LOS SERVICIOS PROFESIONALES: UNA GUÍA PARA LAS DECISIONES PÚBLICAS EN TIEMPOS DE CAMBIO

This paper outlines a theory for the economic organization of professional services based on the type of service in question. Professional services are characterized by the presence of information asymmetries and joint production economies between private and public services, the latter acting as external effects. Effective resolution of the conflicts of interest arising requires special organizational formulae based on deferred, variable remuneration, the processes of self-selection of professionals and, when external effects are desired, restrictions on competition. Starting from this theoretical basis, a set of criteria and organizational design patterns are proposed for the evaluation, management and regulation of all types of professional organization, whether public or private, competitive or monopolistic.
