Complutense University of Madrid (U.C.M.) is a state institution under
the jurisdiction of the Ministry of Education and Culture (M.E.C.). The Spanish
Constitution (Article 27), the University Act (LOU) and the Statutes of the
Complutense University are the three highest legal norms regulating university
life.

The Complutense University, one of the six state universities of Madrid,
traces its origin to the 13th century (1293), as the "Studium Generale"
that King Sancho IV of Castilla founded in a little town on the bank of the
river Henares called Compluto by the Romans and Al-kala-en-el-Uhar (nowadays
Alcalá de Henares) by the Arabs. In the 15th century, Pope Kalixt III
established three professorships for Latin Grammar. One of their former students,
Francisco Jiménez de Cisneros, Archbishop of Toledo and Cardinal, promoted
their growth into a full university. Following his request, Pope Alexander VI
executed in 1499 the foundation papal bulls (permission) of the new University
giving it the Roman name of its place of origin "Universitas Complutensis".
In 1836 it was transferred to Madrid, which, in the meantime, had become
the capital of Spain, and was renamed "Universidad Central". In 1943,
on a general legislation for Spanish Universities, its name was changed into
"Universidad de Madrid". Finally, the new law of 1970 on the Statutes
of Universities gave it the definitive name of "Universidad Complutense de
Madrid", in this way rewarding the initiative of its founder Cardinal
Cisneros.
The Central Campus of the Complutense University is located in the
Moncloa district where most of the 19 Faculties are, among them the Faculty of
Education. The Faculties of Political Sciences and Sociology, Business and
Administration and Psychology are located on the Somosaguas Campus.
Different organisations (a government Board) and other individual govern
the University: Rector, Vice-Rectors and Academic Directors.
The governing bodies are Consejo
Social, Claustro Universitario, Junta de Gobierno, Juntas de Facultades and
Consejos de Departamentos. The Rector is the highest authority and presides over the Claustro
Universitario and Junta de Gobierno with the Vice-Rectors, a General Secretary
and a General Manager. The Faculty board is chaired by the Dean and Vicedeans,
and the Department boards by the Department's Director.
The Vice-Rector for International Affairs (Institutional Co-ordinator
SOCRATES/ERASMUS), has the responsibility of organising the international policy
of the University, helped by an Academic Director and the International Affairs
Office.

The University teaching staff comprises 5.600
Professors, Lecturers (Junior and Senior), Teachers, Assistant Teachers and
Emeritus Teachers.
The student population is approximately 135.000 of which 4.5% are foreign
students. The Complutense University (U.C.M.) is a state university under the
jurisdiction of the Ministry of Education and Culture (M.E.C.) and the Education
Board of Madrid Autonomous Community.
3. Degrees and Diplomas awarded by Complutense
University
Under the jurisdiction of the Ministry of Education and Culture (M.E.C.),
the U.C.M. can award:
- The title of Diplomado in all Colleges (three
years);
-
The title of Licenciado in all Faculties (four to five years, six in Medicine);
- Doctor (PhD) after completing a research thesis and a given number of credits (32) from postgraduate courses (three years after the degree of Licenciado).
The UCM may issue its own Degrees (325 in all) such as:
- Master (two years and 50 credits minimum)
- University Specialist (30 credits minimum)
- University Expert (25 credits minimum).
A
General Library with about 2.000.000 volumes (200 "codices" and
medieval manuscripts, and 600 "incunabula") as well as Faculty, School
and College Libraries.
An Information Network (LIBERTAS) interconnects all the U.C.M. centres on
